Unable to detect a public network card with a static IP address. To be able to configure the VCS network agents in a service group, each cluster node must have at least one public network card with a static IP address.

Solution:

In my case,  this was resolved as....

1.  Right click 'My Network Places'

2. Right click public Network connections, In General Click Internet Protocol (TCP/IP)
